So if you are using any ammo with an HE aspect your problem is (as stated above) you are shooting THROUGH the ammo meaning you have the same problem as if you were using the composite, the only way it could ignite in that situation is if it caused a spark. If you are using a ballistic capped shell or any shell with an explosive aspect to it and shot the ammo its a far different story. The only way the ammo could ignite would be if the shell casues a spark. Videogames teach that it should explode but, really all that would happen is that the gasoline would slowly leak out. An example would be if you shot a barrel of gasoline. If you are using composite that shell has no fire or explosive aspect to it. No its not a bug, part of your problem may be the ammo you are using.
